THE Government of the Republic of the Union of Myanmar has always been implementing policies and actions for the benefit and welfare of the nation and its people. In carrying out these responsibilities, civil servants play a major role in the country’s administration. To support them in performing their duties effectively and to help improve their living conditions, the government has continued to provide salary increases, allowances, and financial support at different times.
Support and Allowances for Civil Servants
Civil servants serve as the main workforce in implementing the duties of the state. Recognizing their contributions, the government has been providing various forms of support, including salary adjustments and special allowances, to ease their cost of living. In October 2023, the government granted an additional allowance of K30,000 per person to all government employees as the first round of support. Later, in August 2024, another K30,000 was added as the second round of allowance.
As a result, every civil servant currently receives a total additional support of K60,000 per month. Recently, the government decided to further extend this benefit by granting an additional K30,000 per person per month, making the total monthly allowance K90,000 (ninety thousand kyats). This decision aims to help civil servants better manage their living expenses and maintain a reasonable standard of living despite rising costs.
Extended Benefits for Retired Employees and Workers
The government’s concern does not stop with active civil servants. It has also extended financial support to retired civil servants, pensioners, and daily-wage workers. Under this new arrangement, three groups are entitled to receive the allowance:
Civil servants currently serving in the government sector;
Daily-wage staff and workers employed under government departments; and Retired civil servants receiving pensions.
This allowance, known as the “additional support allowance”, will be implemented starting from October 2025. The Ministry of Finance and Revenue and the Internal Revenue Department have announced that the payment arrangements are being prepared so that eligible individuals can receive their allowances smoothly and on time.
The Purpose of the Additiona Allowance
The main aim of this allowance is to assist employees and pensioners in meeting their daily needs – food, clothing, housing, and other essential expenses. The government understands that inflation and increasing prices of basic goods have made it difficult for many families to manage their income. Therefore, this financial support helps relieve some of the economic pressure faced by civil servants and their families.
Furthermore, the allowance is expected to motivate employees to work with greater enthusiasm and dedication. When workers feel that their efforts are recognized and supported, they tend to perform their duties more actively, responsibly, and happily. A satisfied workforce leads to better service delivery and more effective implementation of government projects.
Mutual Relationship Between the Government and Civil Servants
The relationship between the government and its employees is one of mutual support. Civil servants rely on the government for fair salaries, benefits, and career development. At the same time, the government depends on them to carry out national duties, deliver public services, and uphold the rule of law. This mutual reliance can be compared to two islands that depend on each other for survival; each plays an important role in maintaining the balance and progress of the nation.
When the government takes good care of its employees, those employees, in return, are more likely to serve the nation faithfully and energetically. This teamwork and unity between the government and its civil servants contribute to national development and social stability.
Positive Impact on Families and Society
The recent decision to grant additional allowances not only benefits individual employees but also helps their families. Many government staff support their parents, children, or other relatives with their income. Therefore, the allowance improves the well-being of entire families.
Retired civil servants, who have devoted many years of their lives to public service, will also feel encouraged by this recognition. They often face financial difficulties after retirement, and this additional support can make a meaningful difference in their daily lives. Similarly, daily-wage workers, who play essential roles in public projects and services, will gain greater financial security through this policy.
This government action is a form of appreciation and gratitude for the loyalty, hard work, and contributions of all employees, both active and retired. It demonstrates that the government values their service and remains committed to their welfare even after they have left their posts.
Encouraging a Stronger Public Workforce
When civil servants and workers feel cared for, they are more motivated to carry out their responsibilities with dedication and pride. Financially stable workers are more likely to focus on their tasks, maintain discipline, and serve the public efficiently.
Moreover, this support helps reduce financial stress and increases workplace satisfaction. As a result, employees can contribute more effectively to the nation’s goals, including economic growth, social harmony, and national unity.

The government’s continued attention to the welfare of civil servants and pensioners is an essential part of the country’s overall development plan. Each employee – from senior officials to junior staff – plays a role in shaping the future of the nation.
By providing financial assistance and ensuring better living conditions, the government encourages civil servants to perform their duties faithfully, which ultimately supports the country’s growth and stability.
