UNION Minister for Social Welfare, Relief and Resettlement Dr Soe Win attended the 2025 Council Meeting and Ministerial Conference on Disaster Risk Reduction and Emergency Management of Regional and Belt and Road Countries held in Hainan, People’s Republic of China.
At the opening ceremony on 6 November afternoon, Chinese Vice Premier Mr Zhang Guoqiang welcomed the attending ministers and delivered an opening address. Ministers from participating countries discussed their national disaster risk reduction and emergency management policies.
Union Minister Dr Soe Win noted that the forum’s initiatives align with global frameworks such as the Sustainable Development Goals (SDGs) and the Sendai Framework for Disaster Risk Reduction. He highlighted Myanmar’s continued efforts in line with these frameworks and expressed appreciation to China and 25 other countries for their assistance in search and rescue operations and emergency health support following the Mandalay earthquake.
He said Myanmar is currently implementing nationwide rehabilitation and reconstruction measures, including rebuilding homes and transport infrastructure under the leadership of the Head of State. He also emphasized Myanmar’s focus on integrating modern and AI technologies in disaster preparedness and mitigation.
At the conclusion of the conference, ministers adopted a joint communiqué.
On 7 November morning, the minister also participated in the thematic session on Emergency Rescue, where he underscored the importance of emergency response as a core element of disaster risk management. Sharing Myanmar’s experience from the March 2025 Mandalay earthquake, he highlighted the country’s legal framework, rapid coordination under national leadership, international assistance from 25 countries including China, and Myanmar’s ongoing involvement in ASEAN regional drills and adoption of advanced technologies.
