UNION Minister for Social Welfare, Relief and Resettlement Dr Soe Win attended the 2025 Council Meeting and Ministerial Con­ference on Disaster Risk Reduction and Emergency Management of Regional and Belt and Road Countries held in Hainan, People’s Republic of China.

 

At the opening ceremony on 6 Novem­ber afternoon, Chinese Vice Premier Mr Zhang Guoqiang welcomed the attending ministers and delivered an opening ad­dress. Ministers from participating coun­tries discussed their national disaster risk reduction and emergency management policies.

 

Union Minister Dr Soe Win noted that the forum’s initiatives align with global frameworks such as the Sustainable De­velopment Goals (SDGs) and the Sendai Framework for Disaster Risk Reduction. He highlighted Myanmar’s continued ef­forts in line with these frameworks and ex­pressed appreciation to China and 25 other countries for their assistance in search and rescue operations and emergency health support following the Mandalay earthquake.

 

He said Myanmar is currently imple­menting nationwide rehabilitation and re­construction measures, including rebuild­ing homes and transport infrastructure under the leadership of the Head of State. He also emphasized Myanmar’s focus on integrating modern and AI technologies in disaster preparedness and mitigation.

 

At the conclusion of the conference, ministers adopted a joint communiqué.

 

On 7 November morning, the minis­ter also participated in the thematic ses­sion on Emergency Rescue, where he underscored the importance of emergency response as a core element of disaster risk management. Sharing Myanmar’s experience from the March 2025 Mandalay earthquake, he highlighted the country’s legal framework, rapid coordination under national leadership, international assis­tance from 25 countries including China, and Myanmar’s ongoing involvement in ASEAN regional drills and adoption of ad­vanced technologies. The event concluded with a group photo session and continued discussions led by technical experts from participating nations. — MNA/KZL
