Consultative Forum on Policy Tools Developed for Implementation of Myanmar Civil Service Reform (CSR) in 2019 held in Nay Pyi Taw

“THE Consultative Forum on the Policy Tools Developed for the Implementation of the Myanmar Civil Service Reform (CSR) in 2019” was held at the Thingaha Hotel on 13th December in 2019 led by the Union Civil Service Board in collaboration with UNDP.

The Members of Union Civil Service Board, the Permanent Secretaries and Directors General from the Ministries and Government Organizations, the high-ranking representatives from the Union-level Ministries/ Government Organizations and the Regional / State Governments, the Permanent Secretary, Director General, Rectors and senior officials from the affiliated Departments and Institutes of the UCSB and the experts from the local and abroad, in total of approximate 150 participants attended this forum.

In this forum, the Welcoming Remarks by H.E U Saw Valentine, Member of UCSB and the Opening Remarks by Mr. Gordon E. Johnson, Resident Representative of UNDP Myanmar respectively delivered and then, it will be consecutively held in terms of four sessions.

In the first session, the presentation paper in the title of “The First Myanmar Civil Service Competency Frame-work” by Dr. John Vong, Expert on Leadership in Civil Service from UNDP; the second session in the title of “The First Myanmar Civil Service Performance Management System and the New Performance Evaluation Form” by Ms. Valentina Bianchi ni, Leap Project Manager from UNDP and; the third session in the title of “The New Senior and Executive Leadership Development Scheme”by Ms. Louise Mc-Sorley, Senior Executive Leader in Public Policy and Legislative Reform were respectively presented. And the fourth “Break-out Session” continued in the three focus groups discussion and wrapped up the individual group discussed.

The aim of holding this forum is to strengthen the regulations that support all the government organizations and the service personnel when implementing the Civil Service Reform Strategic Action Plan - CSRSAP (2017-2020); better encourage the people’s participation which is the vision of CSR-SAP and; emerge the reliable, ethical, merit-based, inclusive and responsive civil service sec-tor in Myanmar that can have the people trust.—
