UNION Civil Service Board Chairman U Tin Maung Win, accompa­nied by Rector of the Civil Service Academy (Lower Myanmar) U Kyaw Htwe, reportedly attended the 10th Inter­national Nevsky Forum held in Saint Petersburg on 26 and 27 June 2026 at the invitation of the Rus­sian Presidential Acade­my of National Economy and Public Administra­tion (RANEPA) of the Russian Federation and the delegation returned to Yangon yesterday.

 

The International Nevsky Forum, organ­ized by the Russian Presidential Academy of National Economy and Public Administra­tion (RANEPA) (Saint Petersburg Branch) under the Presidential Executive Office of the Russian Federation, aims at facilitating experience exchange and strengthening co­operation in the fields of international educa­tion, economics, and public administration, bringing together heads of civil service organi­zation, scholars, and researchers from Asia, Europe, Africa, and Latin America. The 10th International Nevsky Forum was attended by over 1,000 participants, including approximate­ly 100 foreign delegates from 16 countries.

 

During the forum, Mr Evgeny Grigoriev, Chairman of the Com­mittee on External Re­lations of the Saint Pe­tersburg Government, delivered the opening address, and the Chair­man of the Union Civil Service Board delivered a keynote discussion speech, sharing insights on the importance of cooperation among the government, business and society for Myan­mar’s sustainable devel­opment, the establish­ment of a citizen-centred governance system, capacity building of civil service personnel, mutual respect and understanding among cultural diversity, the need to address glob­al challenges through collective efforts, and the promotion of inter­national cooperation in public administration. Prior to the forum, the Myanmar delegation visited the Smolny Mu­seum and the Catherine Palace.

 

The Union Civil Service Board Chair­man met on 25 June 2026 with Mr Vyacheslav Kalganov, Deputy Chair­man of the Committee on External Relations of the Government of Saint Petersburg, the Russian Federation, and RANEPA Director Mr Andrey Khlutkov and discussed the devel­opment of civil service training and the imple­mentation of future col­laborative programmes between the Civil Ser­vice Academies and the Russian Presidential Academy of National Economy and Public Ad­ministration. — UCSB
