Russia, China delay halt to oil exports to N.Korea

The United States wants a UN Security Council sanctions committee to immediately halt exports of refined petroleum products to North Korea. But Russia and China are putting the request on hold.


Washington says the North has already exceeded its annual limit of half-a-million barrels by smuggling gasoline and other refined oil products into the country. It says it's doing this through illicit ship-to-ship transfers.


But Russia and China are not convinced. They want more information and blocked the committee from issuing a directive to UN member countries.
