Police say three workers at the plant suffered minor injuries and windows were shattered in nearby houses.

Authorities ordered more than 40,000 people to evacuate because of fears of more explosions.

Footage of the site shows flames and black smoke billowing from the plant.

The plant, located near a residential area some 130 kilometers east of Houston, makes synthetic rubber and other petrochemical products.
