Turkey's foreign ministry says one of the dead was a diplomat stationed in the country's consulate in the city.

The attacker fled the scene, and security officials have launched a manhunt. There was no immediate claim of responsibility for the attack.

Turkey has repeatedly carried out attacks against a group of Kurdish militants in northern Iraq, which Ankara designates as a terrorist group.

Turkey began sending ground forces across the border last Friday. But it is unclear if there is a link between Wednesday's shooting and Turkey's offensive.

Turkish President Recep Tayyip Erdogan pledged to apprehend the attacker in cooperation with Iraq.

US Secretary of State Mike Pompeo issued a statement condemning the attack in Erbil. It added that the US reaffirms its commitment to support the government and people of Turkey and Iraq.
