AT the invitation of Attor­ney-General of Uganda Mr Kiry­owa Kiwanuka, the Myanmar delegation led by Deputy Minis­ter for Legal Affairs and Deputy Attorney-General Dr Htein Lin Oo is attending the 63rd Annual Session of the Asian-African Le­gal Consultative Organization (AALCO), being held in Kam­pala, Uganda, from 7 to 12 Sep­tember 2025.

 

At the opening ceremony, welcoming remarks were deliv­ered by AALCO Secretary-Gen­eral Dr Kamalinne Pinitpubadol, Speaker of the Ugandan Parlia­ment Ms Anita Annet Among, Minister of Justice of Uganda Mr Norbert Mao, and Attorney-Gen­eral of Uganda Mr Kiryowa Ki­wanuka.

 

During the session, member states approved the 2026 budget submitted by the AALCO Sec­retariat, elected the Chair and Vice-Chair of the meeting, reap­pointed the Secretary-General, and endorsed the Organization’s annual report and the publication of its International Law Journal.

 

In his remarks, Deputy Min­ister and Deputy Attorney-Gen­eral Dr Htein Lin Oo highlighted that Myanmar is a signatory to the United Nations Convention against Corruption (UNCAC) and has enacted domestic laws and regulations to implement the Convention. On outer space mat­ters, he emphasized Myanmar’s acceptance of the principle that outer space belongs to all hu­mankind, to be used on an equal and non-discriminatory basis, regardless of the level of scien­tific and technological develop­ment of individual countries. He stressed the importance of sharing technology, providing financial support, and offering capacity-building programmes to ensure equal access to space activities.

 

He also noted the rising threats of cybercrime worldwide, informing the session that Myan­mar enacted its Cybersecurity Law on 1 January 2025, which came into effect on 30 July 2025, enabling the country to take action against unlawful activ­ities related to cybersecurity and internet use. He reaffirmed Myanmar’s active and consist­ent participation in AALCO and expressed the country’s commit­ment to continued cooperation.

 

Furthermore, the Myanmar delegation engaged in discus­sions with representatives of member states on the work of the International Law Commission (ILC), the law of the sea, inter­national humanitarian law, and matters related to environmen­tal protection and sustainable development. — MNA/KZL
