THE State arranges for the capacity enhancement of depart­mental staff by sending them abroad to pursue advanced knowledge and technologies applicable to their respective workplaces at home. The knowledge and technologies they acquire abroad are intended to improve their capabilities and operational skills in these workplaces.

 

Among a large number of service personnel, outstanding individ­uals are selected by the State to travel abroad for studies, excursions, seminars, workshops, and training. In addition, foreign countries and international organizations offer scholarship programmes to Myanmar, providing excellent opportunities for service personnel to go abroad. However, they must diligently pursue their studies and actively participate in training and workshops as part of the orientation programs.

 

Regardless of the situ­ation, trainees and students must understand that they rep­resent Myanmar, and their ac­tivities reflect the image of the motherland. Therefore, they must diligently pursue their studies and training without tarnishing the reputation of the State. They should strive for excellence in their respective fields and aim to achieve a high standing among their peers.

 

Moreover, when attending training courses, it is essential to study each subject thorough­ly and complete it properly. Upon returning to Myanmar, participants are expected to share the knowledge and tech­nologies they have acquired according to their respective departments, as only then will their learning effectively con­tribute to the development of their country. Similarly, train­ees are expected to share the knowledge on the living standards, environmental conditions, and development progress of the country where they studied. During their time abroad, they are also expected to appropriately learn the language of the host country.
