RAPID advances in technology are bringing significant benefits to societies worldwide, yet these same developments have also enabled the spread of telecom fraud, online gambling, and various forms of cybercrime. Such online crimes continue to deceive people across the globe and increasingly pose threats to national stability, public security, and the rule of law.
Myanmar has similarly been affected by the infiltration of telecom fraud, online gambling, and related criminal activities. These threats not only endanger Myanmar’s internal security but also affect neighbouring and regional countries. Recognizing this challenge as a matter of national responsibility, the Government of Myanmar has been working closely with regional partners and neighbouring countries to decisively and effectively tackle these illicit activities.
To eliminate telecom fraud and online gambling operations, targeted clearance efforts have been conducted in border areas, particularly within the KK Park area in Kayin State. Moreover, the Government has directed authorities to ensure that no such illegal activities take place within the Shwe Kokko area. Combined inspection teams – made up of security personnel and administrative officials – are now on the ground assessing compliance and checking for any ongoing unlawful operations. Firm legal action will be taken against individuals or groups found to violate these instructions.
Many perpetrators of telecom fraud and online gambling offences entered Myanmar illegally through border routes, including from Thailand and other nearby countries. A large number of these individuals were trafficking victims brought from various nations and coerced into participating in online scams. Others were fugitives attempting to evade law enforcement in their home countries. After conflicts erupted in certain neighbouring areas, these groups moved into the Myawady region of Kayin State – territory temporarily controlled by Kayin armed groups – where they established online scam centres and related infrastructures.
In 2022, illegal buildings and online gambling facilities were set up in Laukkai, northern Shan State. The Government of Myanmar, in cooperation with China, launched operations to dismantle these networks. Authorities verified and repatriated 53,388 individuals involved, while the main offenders were arrested, detained, and formally handed over to the appropriate authorities.
Following these actions, online gambling and associated cybercrimes shifted from northern Shan State to the Myanmar-Thailand border, particularly the Myawady area. In response, the Government of Myanmar continues to conduct comprehensive nationwide operations with the aim of fully eradicating these activities. Citizens are encouraged to support these efforts by reporting any information related to telecom fraud, online gambling, or other cybercrimes to the relevant authorities as part of their national duty.
